Summary 0000008: Limiting "Form Creator" to DBG Mode
Description Add new "ShowFormConfiguratorInDebugMode" variable in ConfigVariables + functionality.

If Enabled - user will be send to the 1st child in Form Submissions sections so NO form configuration can be changed.
Additional Information Translation for config variable:

Show "Forms Editor" in DEBUG mode only
