New toolbar buttons should be added to both:
1. site config (when present)
2. title preset (when present)

Please test by logging-in by admin user, and not "root", since root have all permissions and some issues are not visible there.

Added 2nd version of the CORE patch which covers Site Configs and TitlePresets for CORE prefixes.

Please review.

Some minor issues were found:
1. missing prev/next on "user -> edit group" page
2. missing record in "toolbar_buttons" in links_config.php
3. bb-img prefix used in product relations template instead of rel prefix

All was fixed.
