I propose the following changes:

1. Move Configuration->Users: General => Configuration->Website->Users (after Themes)

I see no need to extra section Configuration->Users (with subsection).

2. Get rid of Output sub-section by merging it's values with General and keeping General as 1 single section per module for settings.

In result we'll have:

a. E-Commerce-> General (merged General + Output) we can put them in the same order as now.

b. Directory-> General (merged General + Output)

c. Topics-> General (merged General + Output)

d. News-> General (merged General + Output)

3. Change Icon of General to http://simone1.intechnic.com/dev/SVN/in-portal.full/core/admin_templates/img/icons/icon24_settings_output.gif (file naming should be changed too)

When custom module is installed/enabled then all other sections under "Configuration -> Users" are hidden. There are some of them there. Disable "Custom" module and update information related to moving "Configuration -> Users -> General" section.

Ok, let's leave Users config section as is.

To summarize we need to address only:
-------------------------------------
a. E-Commerce-> General (merged General + Output) we can put them in the same order as now.

b. Directory-> General (merged General + Output)

c. Topics-> General (merged General + Output)

d. News-> General (merged General + Output)

E-Commerce general + output should not be merged, because this is exact case, where all is in place.
