Summary 0000409: "Cached Menu" is not respecting current ThemeId and Section Status
Description 1. "Cached Menu" is not respecting current ThemeId when printing menu elements. I believe it's related only to System elements.

2. When Section is disabled it's still shown in the Menu if has status "Show in Menu".

I believe we should show ONLY sections that are Active + Show in Menu.
Steps To Reproduce To reproduce issue with ThemeId:

a. have 2 themes - ie. Simple and Advanced with one having pages generated before second and then make second Primary.

b. Open Front and you'll see Menu elements from the 1st theme listed while you are looking at 2nd theme.

1. - fixed in attached patch.
2. - no need to fix, because it was auto-fixed, when patch from 0000359 (Two different urls will lead to same physical template on Front-End) was applied and all cases, when cached menu cache were not properly rebuild were fixed.
