Summary	0000085: Suggest Category adds it to menu
Description	Currently "Suggest Category" feature allows to add new categories to the site. Depending on permissions such categories could be created in "Pending" (not visible on site) or in "Active" (visible on site) status. By default each created category is visible in menu if not told otherwise. This way if user have "Active" category suggestion permission, then he/she can without administrator approval add new site menu items. Seems that such side effect was not expected. I propose, that all suggested from site categories should have IsMenu = 0 (not visible in menu).
