0000490: Add "DBG_REDIRECT_ON_ERROR" option for debugger |

Description |
I propose to add "DBG_REDIRECT_ON_ERROR" option for debugger. This option won't perform redirect in case if there were errors (php notices, warnings) during last event execution. kApplication::Redirect method will as debugger about total notice/warning count and determine if redirect is allowed.
This feature will also work even in case if event execution status was set to erSUCCESS. |

More over, we could integrate this into DBG_RAISE_ON_WARNINGS option, so debugger would appear on error, even instead of making redirect. |
