Summary	0000381: Remove deprecated "float" parameter of "st_ContentBlock" tag
Description	I propose to remove deprecated "float" parameter of "st_ContentBlock" tag. Before 5.x version all content blocks of In-Portal were having orange "Edit" buttons before them, but they were not hovering over content block text. This resulted in some major design break problems, while in content block editing mode. At that time parameter "float" was invented. When used it forced "Edit" button to hover over content block text. In 5.x version of In-Portal "Edit" buttons are hovering by default and when such parameter is used, then double-hover effect happens and makes "Edit" button to be of 100% width.
