Summary	0000235: Redo "config.php" into PHP format
Description	Redo "config.php" into PHP format so it can used / read without the Application. This is good for security and optimization purposes. Format: <?php $_CONFIG['Database']['DBName'] = 'test'; $_CONFIG['Database']['License'] = 'test2';
Additional Information	We should support reading of both formats for at least 2 versions to make sure everyone has correct config format.
