Summary 0000198: Adjust Positioning for "Section Properties" and "Save Layout" buttons
Description Adjust Positioning for "Section Properties" and "Save Layout" buttons by making them even with the dotted border of the page.

Need to move then down 10px + left/right (correspondingly). Should be changed in CSS core/admin_templates/incs/cms.css
