0000185: Can't install In-Portal without modules |

Description |
When I do not check any of the modules at "Step 7 - Select Modules to Install" installation step, then I can't proceed to the next step. This check should be made on "Select Modules to Upgrade" step, where you should select what you want to upgrade.
In clean install case I think, that ability to install In-Portal without any module should prove useful. |

Don't know how you managed to create "min" beta for In-Portal, because there are no modules there. |
