Summary	0000132: POST.ADD Email Event send on New Topic Creation
Description	Topic owner gets an email that he's got a reply in one of his Topics when he's actually just submitted this topic himself and new Post record created. Need to add a check in Post Event Handler (post_eh.php) whether there are NO Posts in the Topic yet and skip email event.
