Summary	0001242: Hint Translation Not Available When Not in Debug Mode
Description	I'm used to take all advantages of Content mode system, which let us have a contextual tool, to translate phrases where they appear. However, Hint translation isn't available when debug mode is off, but only in content mode; if you go to Phrases, you can edit hints even without debug mode. I suggest here to let users ability to translate all type of content (phrase & hints), when using Content mode.
