Summary 0001111: Phrase type isn't updated on language pack import with overwrite
Description I've noticed, that:

1. if phrases type (front-end, admin, both) is changed
2. language pack is exported from one website
3. language pack is imported to other website (with overwrite option), then phrase type change doesn't happen on target In-Portal installation
